New ATV Course Opening Soon
In Iowa Near Missouri River

   While traveling along the South Omaha Bridge Road in Council Bluffs recently, I noticed a clearing that appeared to be something under construction. It is actually a parking lot that is being built to hold up to 100 vehicles with trailers. A motorcycle and all-terrain vehicle course will occupy 350 acres of trails and riding land along the Missouri River. The site under construction is being built for the River Valley Trail Riders Club.



  

The River Valley Trail Riders Club was formed in July of 1995. Articles of incorporation were filed for and granted by the state of Iowa in 1997. The club, which has 75 active members from Iowa and Nebraska, obtained more than $100,000 in state grant funding and is working to mark trails and erect perimeter fencing over the riverside land chosen for the facility.

   The course, scheduled to open this fall, will be the first large dedicated facility for off-road personal vehicles in the area. 71/2 miles of trails are completed so far. A connecting asphalt road leading to the parking lot will be laid to allow access from the South Omaha Bridge Road. In addition to the grant money, proceeds from the state's $25 registration fee for off-highway vehicles will pay for the improvements.

Rules and Regulations for using the park are as follows:

Safety Certificates & Safety Requirements 
1. OHV safety certificates are required for all persons whose age is 12 through 17. 
2. No one under the age of 12 can legally operate an OHV on public land or ice. 
3. Person's 12-15 years of age are required to have a safety certificate and be supervised by someone 18 or
    older when operating on roadways, highways or road ditches. 
4. A person shall not operate an OHV while carrying a passenger. 
5  A protective helmet is required in all State Sponsored OHV parks. 
6. Flags are only required when operation occurs on roadways, highways or road ditches.  Flags must be orange
    and five feet above the ground. 
7. Accidents resulting in personal or property damage amounting to $200 or more must be reported.  The
    accident shall be reported to a law enforcement agency within 48 hours of occurrence. 

Unlawful Operations 
It shall be unlawful for any person to drive or operate any OHV: 
1. On public land without measurable snow cover with the exception of designated OHV Facilities.
2. At a rate of speed greater than reasonable or proper under all existing circumstances.  In a careless,
    reckless or negligent manner so as to endanger the person or property of another, or to cause injury or
    damage thereto.
3. While under the influence of intoxicating liquor or other drugs.
4. On private property without prior permission.
5. On any public land, ice, or snow in violation of official signs of the department prohibiting such operation
    in the interest of safety for persons, property or the environment.

General Requirements 
1. All OHV's must be currently registered to be operated on public land and ice.  OHV's are properly registered
   when they have registration numbers, decals displayed and the registration certificate on the person or OHV. 
2. All public lands including road ditches require measurable snow for legal operation and may be designated for
    OHV or Snowmobile use or both.  OHV parks are exempt from measurable snow requirements for OHV's. 
3. Muffling devices shall limit engine noise to 86 decibels or less. 
4. Lighted headlamps and tail lamps are required for OHV operation during darkness. 
5. Carry in Carry out.
