Legislature Bill LR11CA made it through the third and final round of debate yesterday in the Nebraska Legislature without a vote to spare.

According to State Senator Ray Janssen, sponsor of the casino proposal, the 25-20 vote was enough to advance the bill but 30 votes are still needed to place it on the ballot for the 2004 election.

Supporters of the amendment do not want to take a final vote unless they are assured they will have the additional votes needed to pass it on to voters. There is still some debate as to the number of casinos and who should decide where they would be placed.

If a final vote has not been taken when the legislative session ends this year on June 2nd, it will be waiting for them when they reconvene next January. OmahaRiverFront.com - An On-Line Resource for River News, Information, Resources, Recreation and Travel

Casino gaming in Nebraska moves one step closer

State lawmakers in Nebraska voted 25-19 last week to give first-round approval towards a proposal that would legalize casinos in the state. LR 11CA barely made it through the first round. Twenty-five votes were needed for the bill to advance but it will take thirty votes for it to be placed on the ballot in the 2004 election.

The amended version of LR 11CA will allow up to eight casinos to operate in the state. The locations of the casinos or how the money generated from them will be used has not been

determined. The state's four Indian tribes would also be allowed to establish casinos. Those would not be counted as among the eight state-licensed facilities.

Two Las Vegas casino companies have shown interest in building upscale casinos in Omaha. Both have had representatives lobbying for expanded gambling in Nebraska during the Legislative session.

Representatives for the Las Vegas based Venetian say they are committed to building along the riverfront near the new convention center. 

They are considering a phased expansion into the Omaha market if casino gambling is legalized. The first phase would limit the number of hotel rooms and restaurants until the tourism market in Omaha justifies additions. They feel they can enhance the attractions along the riverfront by building a casino in this area. 

Coast Casinos, who currently operates four casinos in Las Vegas and one in New Orleans, has said they may be looking at sites other than on the riverfront. They would like to build in an area more centralized to the population base and closer to the interstate. Although they admit they have a lot more research to do, Coast Casinos would likely build a facility with a hotel, restaurants and other amenities. 

William Eadington, director of the Institute for the Study of Gambling and Commercial Gambling at the University of Nevada at Reno, said a resort-casino in the Omaha area could expand the attractiveness of the city to business travelers and convention goers.

Unfortunately this initiative is doomed. It is very unlikely that the 5 votes needed to get this before the voters will materialize. Sadly... there are 5 -metro- area senators who are voting against it... in spite of polls which show Omaha voters overwhelmingly in favor of casino gambling. These people don't want casino gambling... as much as they merely want to stem the loss of revenue to Iowa. Apparently these senators still don't realize... if they don't put something before the voters... keno operators WILL. And no offense to them... but I don't think we want video slot machines in every neighborhood bar/lounge. Such a measure certainly will not be accompanied by investment by a casino like the Venetian. Some one needs to get a drive going to get the message to these senators. - eOmaha.com

Casino Gambling in NE : At least if the casino gambling is not passed in Nebraska, we will still have the footbridge to walk over to Iowa and give that state our money? Or wait, I guess that Nebraskans already gamble in Iowa...so why would Nebraska want to pass casino gambling? Our budget is balanced with no deficit? Right? - Eric
