The U.S. Army Corps of Engineers has announced that support for the 2003 navigation season on the Missouri River will begin April 1st at the mouth near St. Louis.

The Corps began releasing water from the upstream reservoirs on Saturday, March 15th. As of today, March 18th, release levels have increased at Gavins Point from 13000 c.f.s. to 21000 c.f.s. That level should increase to 25 c.f.s. by the end of this week.

Drought conditions again this year have already fueled the war between the states.

According to Brig. Gen. David Fastabend, "The shortage of runoff this year will make it difficult to maintain steady to rising pools in the upper three reservoirs during the forage fish spawn this spring".

Because of the below normal mountain snow received this year, the forecasted annual runoff is 19.5 million acre feet (MAF) as compared to the normal 25.2 MAF.

River flows will be at a minimum service level and the navigation season on the Missouri River will likely be shortened by 6 days to make up for the additional water released this winter for downstream water supply. A final determination of the actual season length will be made in July.

U.S.A.C.E. 2003 Missouri River Annual Operating Plan
Three PUBLIC MEETINGS will be held next month to review the 2003 Annual Operating Plan. All meetings will be start at 7pm. Dates and Locations are:
April 7 Hilton Kansas City Airport, Kansas City, MO.
April 8  Best Western Kelly Inn, Yankton, SD
April 10 Steinhart Lodge, Nebraska City, NE

I've had a slip at Sandpiper Cove marina for several years (pier 6, slip 3.) I believe in free enterprise and respect the Albertson family, who currently have stewardship over Sandpiper! But the fact remains that this marina is a mess! It's floating docks, approaches, and anchoring fixtures are in a state of such serious disrepair, that, in my opinion, they are no longer safe! - Derek Lawrie

I would have to agree. Sandpiper Cove is in serious need of repair. It's a nice area for a decent marina but I would never rent a slip there because the place is such a dive. Hopefully someone can help fund some upkeep there. - Byran Jennings

I am responding to Mr. Lawrie's comments. First of all Mr. Lawrie's picture posted as Sandpiper Cove Marina Launch Ramp is inaccurate. That is a picture of the shore line by Pier 2. I would hope if and when he launches his boat that he does not do so at that location.
(ORF ED:The picture referred to above was previously misidentified and the text has since been corrected by OmahaRiverFront.com.)  Secondly, it has been difficult for all Marinas because of the low river levels. Generally, we cannot repair our docks until the water level comes up and the docks are afloat. All of our repairs are done at that time. Lastly, if Mr. Lawrie had any complaints or concerns, he should have contacted the Marina office, or move to another marina. With a waiting list of over 130 boaters, I'm sure we could find a boater that would take his slip. Respectfully,  - Dana Holler, Office Manager, Sandpiper Cove Marina

Will river levels be higher by June 15? I'm looking forward to traversing the river from Omaha to Sioux City and back about that time? Any suggestions or better yet...anybody willing to be a guide on another boat...I've never river boated before.- Marc Whiton

The only reason Sandpiper has a waiting list is because of the location. Besides EVERY marina has a waiting list. It sure isn't the for the high quality facilities and deep water in the marina--unless you consider 3 feet deep. - Griff

Go Dana! You tell em! I agree that Sandpiper is not as well kept as Dodge or Bellevue, but I have never had any problems there with the docks and besides that it keeps all the stuff shirts out! We all have a great time at Sandpiper! Boating from Omaha to Souix City in June will be no problem! There are always several groups that make that trip over the course of the year! You should definately go with more than 1 boat though! Boating season is upon us!! - Tom Sorensen

We enjoy boating out of a slip in Sandpiper just about every day of the season. Things are a little different there. That's why we like it. Thanks Sandpiper. Really bad, bad pictures. The Corps reduces flow every winter. Derek, you will get better shots of boating conditions during the navigation season. This is the Missouri. - John Weeks

I've been at sandpiper many years and it has gone down greatly over the years. I'll lease my slip to any of the 130 boaters who need one. I'm going to Cottonwood. - Mike Peacher
